@hippy and @trejan, I fixed it!
Thank you both for your help.
I replaced the RP2040 IC. It could have been 2 things,
1. damaged rp2040, (on a earlier rev of my custom board, i had the 3.3v line shorted to the 1.1V rail for the core power, and tried reusing the same ic)
2. bad solder joints on my qspi lines to the rp2040 pins
I can now plop the circuitpython .uf2 on and it comes up as a CIRCUITPY drive.
