Could it be that safety regulations which attempt to make the world idiot proof don't much help?
According to the companies/people who put their money where their mouth is, the insurance industry, the answer is a resounding NO!

They lobby with their money for safety rules because their data collection and analysis shows them that by legislating a safer environment they save money due to reduced claims payouts. In the USA the insurance industry provides most of the money that goes into safety R&D because it directly saves them money.
The only callout I would make it that additional rules also shifts liability as well, which they (insurance industry) are also enthused about.

I, personally, an fairly libertarian leaning and am mostly ok with folks darwining themselves if they make bad choices. To me the issue is how to avoid collateral damage to others while they do so. However, I am in total agreement that the removal of rules and regulations would vastly increase the amount of stupid, both because some people would cut corners to save time/money and because some people just don't understand the "why" of many of the rules.
