chances are i was trying to solve a not-problem (in a similar way of drm-protected contents on chromium, with older versions of pi os i needed to install a separate package, after a while the support became built-in from the start), anyway, i added the line you suggested and now the two monitors always works with the intended resolutions, i can easily turn on/off both of them even when the pi already reached the login screen (but maybe without your suggestion the second monitor would have been stuck at 1080i, a resolution that gives me lags on streaming platforms like twitch and live tv).
the login screen on both monitors would be useful for me because the 1080p screen is used in "low-end desktop mode", while the 720p screen in "multimedia streaming mode", i'm sure it's a pretty niche scenario, so i don't blame anyone if i cant do it right now (or maybe i simply don't know how?)
