I hate to say this but... it works for me.

- Uncomment line 121 of the default /etc/watchdog.conf. The target address on that line does not exist on my LAN and is not routable.

One or more of the following apply.
- The OP has created a watchdog.conf but not installed and enabled the watchdog package and daemon.
- The OP's ping target is reachable by a route that doesn't require WiFi e.g. ethernet.
- The OS the OP is using has a broken watchdog daemon
- Something else is broken in the OP's setup.
