What you describe is exactly what happens. When I disconnect the sensor the voltage returns to 5V.If you read a stable 1.38V level on the data line (assuming you are reading with a scope, not a multimeter, as in this case you could be reading an averaged value) it looks likely that the sensor is constantly pulling the line low, thus preventing any I/O. When you are in this condition, try disconnecting the sensor and check the voltage level of the line. It should go back to 5V if there is no activity from the Pi.
It could be caused by an electrically noisy environment and/or very long cables.
This would also explain why it doesn't work in this environment, while in other 3 systems of this type it does
