Beginners • Keyboard Layout Handler dissapear on bookworm

Hi, I'm using Raspberry Pi 5 with Raspberry Pi OS bookworm. Now I found that I can't open panel reference which lead to Keyboard layout handler. I need this because I want to add 2nd keyboard layout for another language. I remember when I use Raspberry Pi 4 with Bullseye. It's still able to do it. Please help. Thanks! Image may be NSFW.
