I believe the spec is that only 2.4A can be drawn by a USB Device from a non-PD USB Host.As per USB-IF specs, USB type A can only deliver up to 2.4Ah (even with type C at the other end),
IIRC, non-PD USB Host devices are required to provide regulated voltage up to specific current limits but are not required to lower the voltage to perform current regulation/limiting when a USB device draws more current than it can supply.
