I have no experience in Linux but i think the Pi OS Lite versions are missing some library packs related to VNC. Probably Wayvnc. But no idea.

It is clear to me that raspberrypi team have no delivered the needed VNC package on the OS Lite versions.

I think what you have written is an accurate summary of the situation.

I also think that it has been done this way by design, not by accident or oversight.

The significant difference between the OS variants described as 'Lite' and those described as 'with Desktop' is indeed the software components needed to generate and display the distinctive 'Raspberry Pi' GUI Desktop.

VNC is a utility whose purpose is to allow remote access ('screen sharing') to graphical applications - usually the Desktop - running on some other remote system.

Since an RPi board running RasPiOS Lite does not have a graphical Desktop there would be nothing for VNC to share. So it makes sense to me that neither a VNC server nor a VNC client would be bundled with a Lite version of the OS.
