I did. I've come at it from several angles, always the result is 3020080a.Did you remember to reboot from the microSD card after modifying your config.txt file?
The Pi documentation says if the config.txt comment is unsuccessful on several tries then you probably have a hardware issue.
Presumably you are asking because it won't boot?
How are you adapting your usb mass storage device for connection to the micro-usb port on the RPi02W?
Are you using the correct micro-usb port on the RPi02W? (The one to the right, nearest the CSI connector, is power-only and will not work for this purpose.)
You may be concerned over an insignificant detail.

Bit 28 is set in in the output from otp_dump you report.Bit 28: enables USB device booting
The difference seems to be in Bit 11. That is not documented.
