There is no requirement to attach a monitor to a Pi. Or a keyboard or mouse, for that matter. What you appear to be wanting to do is run an SBC "headless". There is also no requirement, if a monitor is connected, to run a GUI, for that matter.
FYI...the VideoCore (GPU) is built into the SoCs that are used to make Pis. If you want a board without video output, you need to drop down to a microcontroller, like a Pico or Pico 2. But even there, people have found ways to generate a video output signal.
