But that leads to the question why they are missing. Usually the Raspberry connects successfully but if not it's bad if you don't have any network debug tools at hand.
Yes I feel the same, but RPL originally had even only 1 image (GUI) available so they determine somehow what the average Pi user who downloads images would need. Now there are 3, but AFAIK, Lite doesn't include extra packages that aren't in Desktop/Full. Other distros distinguish 'server' and 'desktop' or 'CLI' and 'GUI' or whatever. But as long as the concept is 'image-burning', users take something pre-installed that is likely never 100% their choice or use case. Only if there would be a traditional installer, you go through menus where at the end you have determined your set of packages. And even that is grouped, via partterns or so, I don't know if you are familiar with Linux installers for PC 2 decades ago or current Debian Installer that you start from CD-ROM/USB-stick.
