Problem solved!!
Thanks to the people in the forum community who suggested that the ngrok problem was probably due to the operating system environment. I took some time away to think about the problem and then created a new 64-bit image of the operating system on a separate SD card. Installed the new card, upgraded 120 packages and then downloaded the ngrok ARM64 tgz file. Unzipped the file and tested the resulting executable. IT WORKED PERFECTLY!!
This was a teachable moment for me in the sense that, if I had spent more time making sure the correct Raspberry OS image was loaded, the ngrok problem never would have occurred!!
Again, a big thank you to EVERYONE who posted suggestions because, in their entirety, they proved to be very helpful.
