A better and more precise explanation of what you have, what USB cable you are asking about, which end of the USB+serial cable is connected to which device, and what OS you're trying to install would definitely help us help you.
Oh, and whether that's a USB to 3.3v TTL serial cable or a USB to RS232 serial cable.
