pygame doesn't need a physical monitor/screen but it does require an active, logged in desktop. *
The first step would be to tell the OS not to assume a monitor is connected. How you do that depends on which OS you're running so check the forums and the official documentation.
Once you have done that there's a host of other things that can prevent it from working and you've not given anywhere enough details to even guess at which ones you'll hit.
