I suspect the 3.5mm headphone jack was just broken on my device. I ordered a new RPi 4 2GB and the 3.5 mm jack audio worked just fine. I do remember now that the audio was real quiet on my old RPi 4 2GB that it was outputting at about a loud whisper from my speakers at the same amplification that would cause the noise floor on my turntable to be noticeably audible without any music on.
