As mentioned elsewhere in these forums, btwifiset is a python app that runs on the pi to receive configuration commands from a phone app via Bluetooth LE to configure the Pi's WiFi.
The Python app is phone-independent, so may provide some useful hints for how to use Bluetooth LE on the Pi.
The author (not me) currently has an iPhone app, and is currently working on an Android app. If you have specific questions you could probably message him via the above GitHub.
