The multi-meter will enable you to see what the voltage is under load..and to see how much the device is drawing.(obviously you need to wire differently to do each of those)And measure what exactly?An oscilloscope ideally. At the very minimum; a decent multimeter.

In addition to the normal sort of meter with prongs that pretty much every electrician has; I have one that plugs into a USB port..you then plug a USB device into it. I've found it really useful for understanding what a USB device is drawing.... and it cost me pence.
With an oscilloscope you can see in addition, things like whether the power supply is "smooth" or..."spiky"...Electronics frequently get upset with spikes. Image may be NSFW.
