Coming back to say I do have the latest OpenSSL running on the Pi as of today. After going through much documentation it's installed without removing the system installed copy, but the latest version is the one used simply because it's path is before the system installed copy path. This is the official OpenSSL recommended way so it's good enough for me.
Given the amount of troubleshooting to get the OpenSSL OQS provider working getting the latest OpenSSL working was easy.
