Put the pis on a strip, connect the strip to a smart switch, have a master pi/of issue the shutdowns to the pis followed by command to turn smart switch off. To turn in, issue command to smart switch to turn on.
You could even use your phone to power cycle the smart switch to get the ois to boot.
