Not quite as simple as that, they have to label what category they are compliant with, the cables do not have to be 100% compliant with all of the HDMI's specs. There are at least three current categories and five more still commonly in circulation.If the 'manufacturer' of said cable uses the HMDI logo (https://www.hdmi.org) they will have to pass a HDMI compliance test.
