There should be /usr/include/mosquitto.h if you have installed libmosquitto-dev

If you are on aarch64 and "apt install libmosquitto-dev:armhf" then the armhf libs will be added

/usr/lib/arm-linux-gnueabihf/pkgconfig/libmosquitto.pc
/usr/lib/arm-linux-gnueabihf/libmosquitto.so.2.0.11
/usr/lib/arm-linux-gnueabihf/libmosquitto.so
/usr/lib/arm-linux-gnueabihf/libmosquitto.so.1
