Headless is great, but as you see, if trouble you need a HDMI+keyboard(+mouse). With local attached console, it is easy to ping other devices in the network so then you will find out and we can help you.
If you create a topic and don't mention that you are willing to do the boring step of creating a fully functional console, you can expect to waste time with guessing what could be the cause of the problem.
I bought once a handful of USB2serial console cables (2 dollar a piece) so I can connect my laptop to the Pi locally (even in a tree or outside in the dirt). I don't have a TV actually, but enough old unused keyboards. You can have one for free (especially the non-US ones).
