As above, consult a qualified and registered electrician.

If using flex as a plug-in extension, 1.5mm² cable has a rating of 16A and a voltage drop of 32mV/A/m, so the drop at 13A over 15m is 6V24. If your supply is nominally 240V, that is 2.6% which is permissible. The cable should be in free air, not covered, buried or built into a structure, especially not in an insulated wall, floor or ceiling.

If using twin and earth installation cables, the current rating depends on the installation method and will not always be satisfactory. The voltage drop is less, so will be satisfactory. The cable must be fused at 13A or below at the source end.

This analysis is not complete because the full circumstances of the proposed installation are not known. The conclusion is therefore indicative only and should not be taken as approving the use of 1.5mm² cable in all cases.
