If you are putting together a 'cluster' of Pi5s I suspect you are unlikely to be connecting high power peripherals to the USB ports so you can probably operate with a lower capability PSU - 3A maybe and that may be quite a saving in hardware cost when you are looking for a 5V15A PSU instead of a 5V25A PSU - and maybe in power costs too.
