Try downgradinz the Bluez/Bluetooth packages to version 5.50-1.2~deb10u3+rpt1 and see if the pairing works. It seems the latest update to Bluez for the 'oldoldstable' Debian version has some side-effects, see https://retropie.org.uk/forum/topic/34926/.
