To me it reads as "this is the way to do it", doesn't even mention there are other possibilities -I don't think that the official documentation states anywhere that that reserving an IP address on the DHCP server is the only way to have a fixed IP, rather it is the only suggestion that the documentation makes.
That also suggests to me that if you do it some other way you are on your own, don't expect any official support, expect to get pointed to that official documentation if you want a Fixed IP Address.Assign a static IP address

Some users don't even have a router in their set-up; what about them ?
What bemuses me is that Raspberry Pi cannot hope to be able to tell every user how to configure their router, could easily tell them how to configure their Pi, but chose not to. So it's 'you'll have to figure it out for yourself' either way, isn't particularly useful.
