There is some information in the Picamera2 manual, sections 9.6 and 9.7. Changing the nature of the HDR effect is not possible for the in-camera implementation in the Camera Module 3. For a Pi 5, the Tuning Guide has some details in section 5.16. You might typically want to change the metering (in the AGC section of the tuning file) and the tonemapping.
Edit: I have a feeling I've seen these pictures before. I think I previously suggested maybe changing the way it meters using the histogram. This would probably be a thing to try before delving into HDR, not least because the HDR metering uses the same ideas so you would have some hands-on experience of the kinds of the things you'll need to try.
