So long as you use plenty of flux, the existing solder may be enough if you don't try to remove it (!). Topping up with very fine solder is doable. Ideally you'd restencil on some paste but with other parts on the board this isn't an option.One last thing, Do I need to use solder paste or would tinning the pads work with an iron work?
Keep everything under a layer of liquid flux at all times, basic rule of SMT rework. Then pins don't oxidize and become unwettable.
Don't mix solder types, the RP2040 will be lead-free solder of course.
