Start with a clean lite OS again, install gpsd-tools
And see if plug and play is working correctly.
Often quicker than trying to undo anything you may have done.
Go me it is just plug and play (but mine I ublox).
Can have a look later tonight (UK) or others may chime in.
Normally they autobaud from 9600 to whatever is needed. But i guess not always.
