You need a cellular modem.

Or a cellphone.

In fact, forget the Pi.
If the distance reduces is it still possible?
You really don't know what you are asking.

You have two devices. Could be a Pi, could be anything.

They can communicate point-to-point, or via some kind of intermediate point.

These days we generally don't roll our own communication systems. Just put everything on the internet and call it done. The internet can be wired or wireless. If it's wireless it can be WiFi or cellular. Once both ends of your system are on the internet the location and distance between them doesn't matter.
Sadly my budget from my school don't let me buy a phone so I have to make do with RPI
