MicroPython • Pico requested vs measured I2C SCL frequency

Is it just Micropython (also CircuitPython) where requested I2C frequency is usually about half of actual measured SCL frequency? Measured 100kHz is pretty close to requested 100kHz, but I usually have to request 800kHz to get 400kHz and I have never been able find a frequency to request for Fast Mode Plus (1MHz). I saw this plot that another user created and it perfectly matches my MicroPython experience with RP2040.

Is this a Pico hardware bug, or a limitation when using MicroPython?
